Participant of the roundtable “Viable Healthcare: What Does Russian Health Care System Need besides Money?”

 In 1995 Vladimir Nazarov graduated from the English Language Institute (UK).

In 2004 he made an internship at the Canadian Ministry of Finance, Department of Federal and Regional Relations.

In 2003-2004 he studied at the University of Western Ontario (Canada) and obtained his Master of Public Administration degree.

From 2000 to 2005 he studied at the Financial University under the  Government of the Russian Federation majoring in Public Administration  and graduated with honours.

In 2005-2007 he studied at a postgraduate program at the Financial  Academy under the Government of the Russian Federation and defended his  PhD thesis on the topic: “State Regulation of Interbudgetary Relations  in the Russian Model of Federalism”.

From 2004 he worked as Head of the Budget Federalism Laboratory at  Macroeconomics and Finance Research Division and research fellow at the  Laboratory of Fiscal Federalism Problems and Subnational Finance at the  Gaidar Institute for Economic Policy. 

In 2003 he was awarded with the medal of the Russian Academy of  Sciences for his work “Analysis of the Models of Financial Equalization  of the Level of Social and Economic Development of the Russian Regions”.

By the Decree of the President of the Russian Federation as of April  25, 2012, he was awarded with the Order of Friendship for his great  contribution to the development of Russia’s social and economic strategy  till 2020 (Strategy 2020).
