Jeffrey P. Kemprecos, BA, MA, MIBS, is Executive Director of Emerging Markets Public Policy for Merck & Co., Inc, a globally-leading healthcare company.  

Mr. Kemprecos is based in Washington, DC, where he leads Merck’s policy advocacy across a wide range of health and pharmaceutical industrial issues in more than 140 emerging market and developing countries.  The scope of this work includes healthcare reform, intellectual property and trade-related issues, access to medicines, and regulatory harmonization.  Policies and legislation affecting competition, investment and innovation in the pharmaceutical sector constitute a primary focus.  Public policy work comprises two complementary missions—advocating legislation, regulations and policies that advance human health and strengthen the innovative medicines sector.

Mr. Kemprecos has worked at Merck across a variety of countries and regions for more than 20 years. Prior to his current assignment, he served as Executive Director for Public Policy and Corporate Responsibility in Merck’s dynamic Eastern Europe, Middle East and Africa region.  He served as Director of External Affairs in Turkey, where he led the policy and communications group in that emerging market country. Before Turkey, Mr. Kemprecos worked as Director of External Affairs for Europe, Middle East and Africa, based at Merck’s global headquarters in New Jersey, where he held responsibilities in the area of trade, intellectual property and access to medicines policy.  This followed an earlier assignment, where he had responsibility for external affairs in 11 Near East and Persian Gulf countries, working extensively on issues concerning access to medicines, intellectual property, HIV/AIDS, healthcare reform and business ethics.

Mr. Kemprecos is currently serving in his second term as a member of the US-Turkey Business Council, as a special policy advisor to the PhRMA Middle East Africa Steering Committee, a member of the Russia Policy Task Force, and as a member of the Pharmaceutical Sector Executive Committee in Algeria.  

He is the past Vice Chairman of the US Chamber of Commerce in Turkey (ABFT), a former Board Member of the Turkish Ethics Research Center, Chairman of the Local American Working Group in Turkey, and Chairman of the Foreign Investors Association (YASED) intellectual property committee in Turkey.  He has also served as vice-chairman in a variety of committees responsible for public relations, intellectual property and industrial policy at the Research Pharmaceutical Companies Association (AIFD) in Turkey.

Mr. Kemprecos is a native of Massachusetts.  He speaks Arabic, English and Turkish.  He lives in Virginia with his wife and 3 daughters.
